[GGW3.2] “aps (1320) CS: The client did not initiate the handshake operation.” という記録がAPSログにあるが，何が起きたのか？

[説明]
GGサーバの通信ポート （通常491） に対して，TCP/IPレベルの接続はあったものの，相手方がGGのプロトコル （Rapid-X） を話さなかったことを意味します．通常は，ハードウエア・ロードバランサのヘルスチェック機能 （TCP/IP） が利用されて場合などで，この記録が残ります．なお，以下の後続の情報も併せて記録されます．
